I'm pretty sure "it starts now" refers to the person singing the song. They are throwing out a song with a message of love, and they are going to start singing it now, I guess.

I mean more that it's not really used in english too much, saying something like that...Especially at the end of the song, too. xD
(the other example of this i can think of is "I know a song that gets on everybody's nerves, and this is how it goes: (repeat)") but that's really it.

I've always interpreted "it" as referring to love, like "love starts now (with this song)"... some sort of declaration of love/peace (like "stop fighting with one another; love starts now".

As for the use of "girl", I think it's meant to emphasize how the love that the song is about is more platonic love/friendship/peace and harmony among people rather than romantic love (same as in "What is LOVE?").
