I'm pretty sure "it starts now" refers to the person singing the song. They are throwing out a song with a message of love, and they are going to start singing it now, I guess.

See, I understand that.
I mean more that it's not really used in english too much, saying something like that...Especially at the end of the song, too. xD
(the other example of this i can think of is "I know a song that gets on everybody's nerves, and this is how it goes: (repeat)") but that's really it.
