^^ 3 isnt true, Aichan, and Mikitty arent high pitched squeeky, neither is Yossie. So Gaki and Kudo aren't getting lines for other reasons.

Some rules work for some girls but are not the case for others. I feel s/mileage is an example of rule 3 because they mostly have higher pitched voices. (I dont see tsunku creating Husky Koe musume lol)I could change it to doesn't like deep voices which sort of would say the same thing.
But it's a theory and I would agree that most likely Gaki and Kudou aren't getting lines for a different reason too.
Also with Sakura, I can't see why Tsunku would look for a "Utahime" only to not let them sing. Though kyu has a point it really depends on not just the next single but the one after that. After that we can decide if she has been Riho'd or not. Honestly you never know with Tsunku. I just have a strong feeling she will be pushed to the front and I don't think she will have the same situation as Aika at all. If I am wrong I will own up to it when that time comes.

Risa wasn't a lead because she wasn't popular, not because her voice was low. But Tsunku did give her a good amount of lines, despite her lack of popularity. Tsunku has already said what his problem is with Haruka -- she doesn't have enough confidence in herself. So basically, she's not emoting like her wants her to; she has a really good voice, but she sounds too nervous -- much like Eri when she first joined. Once she gets more comfortable with herself, she'll probably become a lead/sub-lead because she's definitely popular enough and has a wide enough range.

A theory for why your favorite member is not a front girl:
There is only so much room at the top. If everyone was given exactly the same number of lines then the perception would be that no one is good enough to be a front person. So, unless there are girls in the back, h!p will not be able to make any "stars".
On the other hand, being "lead singer" is only one small component of being an idol. There are a lot of other ways for girls to stand out.

I think that almost every fan of a non-front-girl Morning Musume member
knows that the only theory that makes any sense is that there is a vast (if not universal) conspiracy to deprive [FILL IN THE NAME OF YOUR FAVORITE IDOL HERE] of her rightful place, and keep her in the back, lip-synching and dancing where nobody can see her -- for reasons which (whatever they are) are utterly evil and unjust.

The real reason is that Tsunku likes what he likes and very seldom changes it. Changes only really happen when someone is on their way out.

She's clearly been brought in to fill the vocal gap when Reina graduates in 2013. If you can't see that you're cray... All this talk of "may not be a front girl" is silly- Aika and Koharu never had a voice for it, she was clearly chosen for her voice. And even if she proves to be unpopular (wont happen) she'll still be a front girl. (See: the Riho effect.)
Also Risa got plenty of lines once Miki/Yossie left so I considered her a front girl towards the end, and she actually got fairly popular. Haruka is being pushed to the front as well so she and Ayumi will be getting the lines when Reina leaves too.
Mark my words: Riho-Haruka-Ayumi-Sakura lead soon.

Actually, you got that wrong, Riho is very popular. And I don't mean the international community, but among Japanese fans, who are the ones that actually bring the bulk of the money.
