Looks like it's an audition being backed by Diamond Blog which Kago is the face for. She'll not be in the group, but will be helping to decide who makes it in, etc?
Its aiming to be a crowd-sourced musical group. Fans will submit lyrics, music, costume design, etc, and it will be voted for online.
Audition for the 1st members is ongoing now. They're looking for 2-4 girls aged 15-21 that can commute to the Tokyo area.

Evidently she's gotten past that whole "We own the name 加護亜依" thing, too, or at least sees it for being as ridiculous as it is. Good for her!

where does it say Kago will not be a member? because it says "First member decided to be Kago Ai!" in big letters as far as I can tell

I guess I read that more as "1st member decided by Kago Ai!"

But frankly you're probably right?
The only weirdness there would be that she's already 4 years older than the audition cut-off age, so it's like... why make the cut off age so low if you'll already be accepting Kago?
