Tsunku's note about Haruka makes me wonder if maybe she has a stand-out part of some kind (or just referring to how well her voice is heard in the song and how it shines). I wondered it from my own reading of it and when Sohee's didn't seem to change how I interpreted it now I wonder more.

I am pleased by this. I wonder if that means the guess that she has those solos are true and not just people hearing her voice more clearly than the other girls.

It's not a Kudou center /song/. She has the final line of the first chorus, which would explain she gets center at some points in the dance and all, but just to make sure no one expects Kudou in the center through the whole thing. It's described to be Sayumi and Sayashi center.
