I think the policy is: if the new members didn't participate in any of the songs on the album, then they're officially not on the album, regardless of their status when the album is released. Juice=Juice and ANGERME's latest songs are not on the album, so no Ruru or Ayano.

It's the same reason why Maachan also isn't on that cover. She was out with her herniated disc when "BRAND NEW MORNING / Jealousy Jealousy" was released.

And yet both Rio and Rena were part of the group when Shalala! / Ninja nai ka was released are they were featured in the single...

Rio and Rena have left Up-Front and are no longer under contract, so the company no longer has the legal right to put their images on new releases. And while they might have participated in songs that are included on the album, the album itself counts as a new release.

Actually Maachan was in Pharaoh no Haka and Funakki and Kawamuu were in Yumemiru...but I get it, they wouldn't use stageplay pictures xD.

Though, didn't Momochi leave Up-Front too?

She was there for so long and involved in so much that I suspect she has an extended contract with limited terms (e.g., licensed use of image). Same for Mai Hagiwara and others, to lesser degrees, if they left on good terms.

Neither Rio nor Rena left on good terms, and they're worth much less to Up-Front, so… pfft.

Of course, I really don't know if any of this is true for Up-Front, but I do know that other agencies have done similar things.

Such terms are also common in other types of contracting, when you have to determine who gets credit for the work product. It's almost always "work for hire", which means the work is owned entirely by the company that commissioned it, but sometimes the value of the work depends at least in part on the name and reputation of the creator.
