Most PBs only sell about 1000 (give or take). That is mainly because oricon doesn't count any sales from the distributor (Wani Books). Pre-ordering from Wani Books usually comes with a free item or a raffle to get an autographed copy, which wota might prefer.

Mizuki's case is different. She has a figure that is perfect for gravure and she released her first photobook when she already have her adult figure. You don't have to be a Mowota to be a fan of Mizuki's gravure spreads/photobooks.
