Furthermore, the actual poses and outfits are not that unusual. They seem unusual only because it's unusual for a member of H!P to be even somewhat well endowed. We're so accustomed to seeing flat-chested girls in a ton of padding that anything more apparently sends people into a tizzy.
Step back and compare this photobook to photobooks of other idols from other companies. Really, in the grand scheme of things, this is tame.

There are no particular focus or message over-emphasizing anything compared to any other H!P photobooks. It's just there.
But due to her well, uniqueness it's just highlighted more often in this fandom.
Seriously, this isn't anything to brag about but just from a few non-h!P idol videos off the top of my head I can think of many, oh so many ways to be a lot less subtle about it. H!P management did good by Fukuhime and their idols all things considered (subtlety goes a long way in my book), they always have regarding photobooks.
