Risa appears only in the second act, starting at 49:28, although her character is mentioned throughout the first act. As far as I can tell from Google-translating the story summary and scrubbing through this video, she plays a struggling underground idol who is trying to fend off the romantic attention of a male fan, because she still hopes to become successful and having a boyfriend would complicate that. The three main characters — modern, spinster versions of Cinderella and her stepsisters — witness this and are forced to reexamine at their own lives spent in devotion to a popular male idol (i.e., the "prince"). It starts as a comedy but gets more dramatic as it goes, and the ending is just plain dark.
