after leaving the H!P Countdown concert with the younger members on New Years eve, Ayumi and others were having fun celebrating in the middle of their car ride. Ayumi, Eripon, and Inaba went to the shrine together. When it was 2015, Ayumi drank some sweet sake for first time.

That page is way too long. Basically, it's a synonym for adorable. Slightly more complexly it means the feeling you get of an overwhelming desire to want to protect another person because they are still in some way immature and need watching over. (Hence the "budding" aspect.)
