I may be wrong, but wouldn't this mean "As 1st member, ex-Morning Musume。Kago Ai will decide" rather than "Ex-Morning Musume。Kago Ai will decide on the 1st member(s)"?

Which makes it even weirder that they don't seem to be making a huge deal of her being in a new singing group, and also that she'll be at least 4 years older than any of the other girls.

I don't get why they wouldn't bring in girls around Kago's age. Is this supposed to be a idol group? If it is, then isn't Kago a little old to be redebuting as an idol?

I'd guess that she'll have a role kind of like Sayu's in MoMusu -- the several-years-older leader of the group.
I'm curious about the crowd-sourcing idea. It works out pretty well for Hatsune Miku, but Miku fans can actually create a performance, including vocals and animation. It's going to be interesting to see how it works out with live performers.
